Anticipating regulatory changes

A small company had developed at great cost, for its own needs, an industrial process that automated previously labour intensive manufacturing. The selling price would be high however and the purchase justified only for companies operating in countries where labour laws would justify it or where regulation trends would soon make it worthwhile.
